Due to it's corrosion … WebI had the same problem, it seems like the way to fix it is to go someplace where the effect is supposed to happen, enter, and exit back to the wasteland. I went to Guardian Peak, entered the cave, and when I exited the blur was gone. Just to add, I had the exact same issue, was blinking a bit first, then when dark/blurry when I went to Nellis.
